Jualan kolaboratif sebegini melibatkan program dana manakala pemegang lesen menghantar deposit, dipadankan dengan geran kerajaan, bagi membina reactor skala penuh bertujuan untuk kegunaan pemegang lesen. Pada pengakhiran projek tersebut, pemegang lesen membeli reactor pada harga diskaun, bersama dengan lesen pertahanan bersama terhadap pencerobohan.
