Imagine a container in a inverse pyramid shape, partitioned into 3 layers going down: Public, Online Form and Signed Agreement. Imagine also a limited amount of liquid called production capacity being poured into this container to fill it up partially.

For illustration, imagine there are different positions A1, A2 in Signed Agreement, B1, B2 in Online Form, and C1, C2 in Public as shown in the diagram. The priority would then be in the order of:

A1>A2>B1>B2>C1>C2

Where for the example above of the limited production capacity, A1, A2 and B1 would be supplied while B2, C1 and C2 would be waitlisted for availability.
